Bush’s spokesman reiterated yesterday that he would veto the entire Defense Appropriations Bill if this amendment were added. It simply states that prisoners should not be tortured, and that the Army Field Manual policies on prisoner treatment should be followed.

This makes Oklahoma the only state to have both Senators vote “no.”
